Peking, December 2, 1909. WITH reference to your telegram No. 179 of the 6th ultimo, I am telegraphically informed that it has been definitely decided to apply to foreign capitalists for a loan in connection with the Anhui Railway. Chow Wei-hsi, the managing director at Shanghae, has been commissioned by the directors of the railway to enter into the necessary negotiations.
